RAT PACK 4WD CLUB, INC.

 

BY-LAWS AND STANDARD RULES

Amended March 1991

 

 

 

I.          This organization shall be known as THE RAT PACK 4-WHEEL DRIVE CLUB, INC.

 

II.          FEES AND DUES

 

            A. The dues for members of this organization shall be $5.00 per year plus membership in the California Association of Four Wheel Drive Clubs, Inc.

            B.  The dues for members are due and payable in June of each year.

            C.  Any members whose dues are delinquent 30 days shall be suspended and automatically dropped as a member.

            D.  No refund of dues shall be made.

 

III. NEW MEMBERS

 

            A. The minimum age for membership shall be 18 years of age.

            B.  All members must own a four-wheel drive vehicle which is street legal and capable of cruising at a speed of 55 miles per hour.

            C.  All members must have a valid drivers license.

            D.  All members must carry personal PL and PD insurance.

            E.  A prospective new member is to be sponsored by an active member of this organization.

            F.  All prospective new members shall:

                        (1) Obtain and complete a membership application.

                        (2) Have his vehicle safety-inspected before joining.

                        (3) Attend three organized rides in their own vehicle.

          (4) Attend meetings regularly.

                        (5) Be ACTIVE in the Club including 3 meetings and 3 runs before

              being voted in.

             G. Prospective members will NOT attend the meeting during which their membership vote is taken.  Voting on a new member shall be done by the "Three-No-Vote" System."  Three negative votes and the member will not be accepted.  If a member of this organization has plans to vote down a prospective member, it should be brought before the Board of Directors prior to election.  

 

IV.  CHARTER MEMBERS

 

            A.  All paid-up members of this organization as of

         January 1, 1971, will be considered as Charter Members.

 

 

            B.  The following are Charter Members:

                        1.  Ted Driver

                        2.  Don Vanderpool   

                        3.  Doug Vanderpool

                        4.  Jim Matheson

                        5.  Bob Zeis

                        6.  Bob Strathman

 

V.  ELECTIONS AND VOTING

 

            A. Nominations for office shall be made at the November meeting and each officer elected.

            B.  Voting for the officers shall be by secret ballot.  Proxy votes are not allowed.

            C.  New officers shall take office effect immediately following this meeting.    

     D.  Nominees shall be members in good standing.

            E.  A majority of members present shall constitute a majority for voting purposes except for Bylaw Revisions.  Bylaws can be amended by a 2/3 majority of members present.  All bylaw amendments must be presented at the meeting prior to the bylaw amendment vote.     

 

VI.  OFFICERS

 

     A.  The Board of Directors shall consist of:

            1.  New Officers

            2.  Past President

            B. The President, as chief executive officer, shall preside at all meetings and supervise the organization's  affairs.

            C.  The Vice-President shall preside in the absence of the President and also work with the President on such internal affairs of the organization as membership, finance and public affairs.  He shall also work on external affairs, including projects and committees.

            D.  The Secretary shall keep records of all regular and special meetings and keep a permanent record of the minutes of all such meetings.  He/she shall be custodian of all records of the organization and shall handle correspondence as directed by the membership.

            E. The Treasurer shall issue notice of dues payable and be responsible for collection thereof, keep the books of the organization and disburse funds at the direction of the membership.  He/she shall cosign all checks with the President.

            F.  The Sergeant-At-Arms shall be appointed by the President and have the authority to settle any dispute at any time and be responsible to see that areas attended are cleaned up before the site is left.  He/she will also keep order at the meetings.

 

 

VII.   RULES OF ORDER

 

            A.  The rules contained in Robert's Rules of Order shall govern all meeting except where the Rules of Order conflict with these Bylaws.

 

VIII.  COMMITTEES

 

            A. Committee chairmen shall be responsible for the people on his committee.  He will see that their project is completed in full.  If it appears that the chairman is irresponsible, a new one will be appointed by the President.

 

IX.    MEMBERSHIP

 

            A. Membership shall be in the form of "family' membership, giving one vote per family for elections and acceptance of new members.

            B.  The total number of members in this organization shall be limited to 40.

            C.  If the membership is full, those wishing to join will be placed on a waiting list.  They may attend all club functions but will not be eligible for office or have voting powers.  If a vacancy occurs in the organization, the person with the most seniority on the waiting list will be eligible.

            D.  If a member so desires to take a leave of absence:

            1. The reason for such leave must be approved by the Board of         Directors.

                        2. He will be placed on an inactive list for a maximum of 6 months.

                        3. His dues must be kept current.

            E. The club reserves the right to remove any patches or decals from a member not in good standing or a member dismissed from the club. 

            F.  If a member has three UNEXCUSED absences from regular meetings in a row or three rides in a row, he is dropped from the club.  The President will notify the member of his being dropped.  Said member is to remove decals immediately.  (Also see II-C)

 

X.    HONORARY MEMBERS

    

      A.  An Honorary Member is a person who has done service or an outstanding job for the club.  This person will be nominated at a general meeting with final approval being made by majority vote at the regular meeting.

             B.  Honorary members do not pay dues and have no vote.

 

XI.   AFFILIATIONS

 

             A. This organization shall be a member of the California Association of Four-Wheel Drive Clubs, Inc.
